Overview:

The Scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) was launched in 2009-10, replacing the earlier scheme of Integrated Education for Disabled Children (IEDC). In 2018, the Ministry of Education (MoE), Government of India, launched the Integrated Scheme on School Education under Samagra Shiksha, subsuming the erstwhile schemes of IED-SSA and IEDSS-RMSA. This scheme aims to provide inclusive education for disabled children in classes IX-XII.

Aims: Samagra Shiksha aims to address the education of all children, including Children with Special Needs (CwSN), from pre-school to class XII. The scheme covers all children with one or more disabilities as mentioned in the schedule of disabilities of the Right of the Persons with Disabilities (RPwD) Act, 2016, studying in Government, Government-aided, and local body schools.

Components:

  1. Student-Oriented Components:

    • Medical and educational assessment
    • Books and stationery
    • Uniforms
    • Transport allowance
    • Reader allowance
    • Stipend for girls
    • Support services
    • Assistive devices
    • Boarding and lodging facility
    • Therapeutic services
    • Teaching-learning materials
  2. Other Components:

    • Appointment of special education teachers
    • Allowances for general teachers teaching disabled children
    • Teacher training
    • Orientation of school administrators
    • Establishment of resource rooms
    • Providing a barrier-free environment

Implementing Agency:

The School Education Department of the State Governments/Union Territory (UT) Administrations is the implementing agency. NGOs with experience in the education of the disabled may also be involved in implementing the scheme.

Financial Assistance:

  • Allocation for Children with Special Needs (CwSN): Rs. 3500 per child per annum.
  • Stipend for Girl Students: Rs. 200 per month for 10 months, to encourage the participation of girls with disabilities in the school system (Classes I to XII).
