Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background
The world had not experienced a pandemic at the scale or pace of the current COVID-19 pandemic; the virus has ferociously attacked high- and low-income countries alike, but in so doing, has exposed the lack of a robust Public Health Surveillance (PHS) System in India. Despite proactive mitigation and stringent suppression strategy, the country requires long-term solutions to identify and mitigate such pandemics in the future. Strengthening surveillance systems in light of COVID-19 pandemic has been identified as the need of the hour by national policy makers and international bodies.
WJCF is supporting the Govt. of Bihar under the Public Health Surveillance Program (PHS) in preparing and implementing a multi-year strategic plan for disease surveillance with the goal of helping the state improve their PHS systems for early warning of outbreaks, improved monitoring of diseases, and improved access to diagnostics for patients.
In Bihar, WJCF works on several priority areas including Infectious disease surveillance, tuberculosis and immunization. Post the pandemic, WJCF in strengthening infectious disease surveillance for early detection and response to future pandemics. In the process, WJCF is working closely with the State Health Society (SHS) to streamline the end-to-end process from data collection and analytics, to response.?
Position Summary
WJCF is currently seeking a highly motivated individual with exceptional data management and reporting abilities, as well as strong communication skills, to join their team as a Data Officer. The Data Officer will report to the Programme Director and will be responsible for developing and managing strong relationships with the Metropolitan Surveillance Unit in Patna and the Integrated Disease Surveillance Program (IDSP, Bihar), in order to support program implementation initiatives.
The ideal candidate for this role will possess outstanding credentials, with a strong background in data management and reporting. They should have excellent quantitative and analytical skills, coupled with exceptional written and verbal communication abilities. The candidate should be self-directed and capable of adapting to the varying needs of the program, demonstrating a strong commitment to delivering excellence.
In addition to the technical qualifications, the candidate should be self-driven, entrepreneurial, and comfortable operating in ambiguous situations. Independence and flexibility are crucial, as the candidate will be expected to function independently and adapt to changing circumstances. The organization places great value on qualities such as resourcefulness, responsibility, tenacity, independence, energy, and strong work ethics.
Key Responsibilities:
Support development and ensure availability of data collection tools
Provide an oversight on quality data collection, collation, data entry and analysis of results using excel and provide performance reports as required
Provide supportive supervision for data collection, entry, and reporting
Conduct site visits as required for trouble shooting any issues
Develop, Review and Maintain copies of data collection forms and support for data management
Perform and document procedures for data preparation including data cleaning, standardization, and data analysis
Ensure data management procedures have set timelines and meet established deadlines
Participate in IHIP data and progress reviews as required with the District and Block RUs and other stakeholders
Conduct data quality and Assurance audits at the District and Block Rus and other public or private health facilities
Preparation of district and state review presentation
Any other responsibilities as required for successful program implementation
Qualifications
Bachelor's degree in a relevant field such as data science, statistics, computer science, or a related discipline. Additional certifications or advanced degrees in data management or analysis will be a plus.
Minimum 3-4 years of work experience in data management, analysis, or a related field. This experience should include hands-on involvement with data collection, collation, and reporting processes.
Proficiency in utilizing software such as Microsoft Excel, Stata, R, or other similar tools commonly used for data analysis and visualisation. The candidate should be adept at leveraging these software applications to extract insights, perform statistical analyses, and present data effectively.
Demonstrated past experience of working with large data sets (such as NFHS) is essential. The candidate should have the ability to handle and manage complex data sets efficiently, ensuring accuracy and reliability in data analysis and reporting.
Strong analytical skills and a solid understanding of data management principles. The candidate should possess a keen eye for detail and the ability to interpret and draw meaningful conclusions from data.
Excellent problem-solving and troubleshooting abilities, particularly in identifying and resolving data-related issues or discrepancies.
A strong commitment to data quality, accuracy, and adherence to data privacy and security protocols.
Effective communication skills, both written and verbal, to present data findings and insights clearly and concisely. The candidate should be able to communicate complex technical information to both technical and non-technical stakeholders.
Strong organizational and time management skills, with the ability to handle multiple tasks and prioritize effectively in a fast-paced environment.
A proactive and self-motivated approach, demonstrating the ability to work independently as well as collaboratively within a team
