Project Background
BOSCO Refugee Assistance Project is implemented by BOSCO Delhi in partnership with United Nations High Commissioner for Refugees (UNHCR) catering to urban refugees and asylum seekers under the mandate of UNHCR from countries like Afghanistan, Myanmar, Somalia and few other Nationals from Sudan, Eritrea, DRC, Iran, Iraq, and Palestine etc. The project provides support to refugees and asylum seekers in the field of Education; Placement; Health; Psychosocial Support; Child Protection; Community Mobilization; Youth Initiatives and Community Campaigns; Prevention and Response to Sexual and Gender-Based Violence and Services to People with Specific Needs; etc.
Job Description
The Finance Manager in the Refugee Assistance Project implemented by BOSCO Delhi in partnership with UNHCR shall primarily be responsible for efficient financial resource management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of Finance Team. He/she will be responsible to analyze and interpret the financial rules and regulations and provide solutions to a wide spectrum of complex financial issues. The staff would work closely with Team Leaders to achieve the project success.
Key Deliverables:
Duties and Responsibilities:
Proper planning, expenditure tracking and audit of financial resources, in accordance with the organization’s policies
Identification of problems in financial and administrative areas, suggesting alternative solutions to resolve issues in compliance with the organization’s policies, rules and procedures
Ensure implementation of operational strategies and procedures
Timely project budget preparation and effective monitoring and control
Review and suggest project budget revisions/amendments in accordance with established procedures and budgetary guidelines of the donor agency
Ensuring proper maintenance of the project financial accounts; preparation of financial records, statements and reports as required
Review and Analysis of the supporting documents like vouchers for payments, pay cycle and payments execution.
Accounting of financial transactions
Ensuring compliances to various laws
Verification and adherence to the MOUs with the vendors and service providers
Verification of overall financial documents along with procurement documents
Preparation of data for filing TDS, EPF and ESI returns
Preparation of Income Tax computations of employees for tax deduction
Preparation of monthly BRS
Reporting financial transactions to donor agency on quarterly/half yearly and annual basis in the prescribed format
Co-ordinating with statutory and donor auditors during the verification
Qualification:
Applicants must be qualified Chartered Accountants.
Experience:
Minimum 7 years of experience in financial management and accounts function. Prior experience of working in the social sector, shall be an advantage
Skills and Competencies:
Strong communication skills (English and Hindi), both written and oral
Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel) and instructional software
Sound knowledge of financial aspects and legal requirements of NGOs, including FCRA and all Tax Laws that pertain to the sector
Excellent staff management skills and the ability to lead and motivate a diverse team in financial Management
Demonstrated ability to take initiative and a problem-solving approach
Excellent interpersonal, relationship and negotiation skills
Able to multitask, prioritize, and manage time efficiently
Able to analyze problems and strategize for better solutions
Ability to work under pressure and disciplined
Nature of Engagement:
Finance Manager shall be hired for an annual fixed term employment contract.
Remuneration:
The renumeration shall be commensurate with qualifications, experience and salary history.
