About the Proposal
- Role of GIDB: Apex Authority for Special Investment Regions under the Gujarat Special Investment Region Act – 2009.
- Initiatives:
- Preparation of City Logistics Plans for 8 cities and Gujarat State Integrated Logistics Master Plan.
- Implementation of PM Gati Shakti Gujarat project.
- Coordination for central government projects with budgets over INR 500 crore.
- Identification and development of islands along Gujarat’s coastline.
- Review of concession agreements for PPP projects.
Scope of Work
The consultant will:
- PPP Framework: Prepare and implement a PPP database and institutional framework.
- Review: Support in reviewing and preparing reports on concession agreements.
- Investment Opportunities: Compile and prepare sector-based policy interventions.
- Research: Conduct sectoral research and benchmarking best practices.
- Documentation: Prepare standard bid documents, MCAs, and toolkits.
- Website Content: Revamp and regularly update GIDB website content.
- Bidding Process: Assist in the preparation of bidding documents, bid process management, and evaluation.
- Capacity Building: Design training programs on PPP for government officers.
- Case Studies: Create PPP case studies and study materials for GIDB.
- Organizational Support: Provide advisory support and assistance in GIDB’s projects.
Period of Assignment and Payment Terms
- Duration: Initial period of one year, with the possibility of extension based on performance.
- Payment: Monthly installments based on actual presence of two team members and approval of monthly activity reports.
Responsibilities of the Consultant
- Collect and manage all relevant data and documents.
- Cover data collection expenses and other costs (except specified).
- Make own arrangements for accommodation, equipment, and transportation.
- Ensure team availability for presentations and meetings.
- Submit fortnightly activity sheets and progress updates.
Eligibility Criteria
- Financial Stability: No bankruptcy or insolvency in the last five years.
- Blacklisting: Not blacklisted by any Government/Public Sector Organization.
- Completion Record: No abandonment of consultancy assignments or projects.
