The Cultural Heritage of Himalayas

Objective:

The objective is to promote, protect, and preserve the cultural heritage of the Himalayan region (Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, and Arunachal Pradesh) through research, documentation, and dissemination.

Criteria for Grants:

  1. Eligibility:
    • Registered as a society under the Societies Registration Act 1860 or as a public trust under Indian Trust Act 1882.
    • Functioning for a period of at least three years.
    • Colleges and universities are eligible if they include Himalayan art and culture studies in their curriculum.
    • The organization must have the capacity, resources, and personnel to undertake research projects.
    • The grants are ad-hoc and non-recurring.
    • Preference is given to organizations not receiving similar grants from other sources and those with matching funds.

Purpose & Quantum of Assistance:

  • Financial assistance up to a maximum of Rs. 10.00 lakhs per annum for:

    1. Study and research on cultural heritage.
    2. Preservation of old manuscripts, literature, art, crafts, and documentation of cultural activities.
    3. Dissemination through audio-visual programs.
    4. Training in traditional and folk art.
  • The maximum grant is 75% of the total expenditure, with the remaining 25% to be met by the State Govt./U.T. Administration or the organization itself. In Arunachal Pradesh and Sikkim, the funding is shared 90:10 between the Government of India and the organization.

Procedure for Application:

  • Submit the application through the State Government to the Ministry of Culture, except for organizations in Sikkim, Arunachal Pradesh, Leh, and Kargil, which can submit directly with District Collector/Dy Commissioner's recommendation.

  • Required documents include:

    1. Valid Registration Certificate.
    2. Memorandum of Association.
    3. Audited Accounts for the last three years.
    4. Annual Reports for the last three years.
    5. Write-up on the activity with detailed cost estimates and funding requirements.
    6. Brief profile of research personnel.
  • Recommendations from State Governments/District Collectors/Deputy Commissioners/UGC will verify registration status, the organization's capability, the novelty of the project, and recommend the activity and amount.

Buddhist & Tibetan Culture Art

Objective: To provide financial assistance to Buddhist/Tibetan organizations and monasteries engaged in promoting and developing Buddhist/Tibetan culture, tradition, and research.

Criteria for Grants:

  1. Eligibility:
    • Registered as a society under the Societies Registration Act or similar acts.
    • Functioning for at least three years.
    • Devoted to Buddhist/Tibetan studies.
    • Of regional or all-India character.
    • Not receiving similar grants from other sources.
    • Preference for organizations with resources for matching funds.

Purpose & Quantum of Assistance:

  • Financial assistance up to Rs. 30.00 lakhs per year for:

    1. Maintenance (Salary of staff, office expenses).
    2. Research projects.
    3. Purchase of books, documentation, cataloguing.
    4. Scholarships for monk/nunnery students.
    5. Special courses on Buddhist/Tibetan Art and Culture.
    6. Audio-visual recording/documentation.
    7. IT upgradation.
    8. Transport facilities for remote monasteries.
    9. Teachers' salaries in monastic/nunnery schools.
    10. Repairs/restoration of ancient monasteries.
    11. Construction/repairs of class rooms, hostels, and training centres.
  • The maximum grant is 75% of the total expenditure, with the remaining 25% to be met by the State Govt./U.T. Administration or the organization itself. In North-Eastern States and Sikkim, funding is shared 90:10 between the Government of India and the State Government.

Procedure for Application:

  • Submit the application through the concerned State Government/UTs, except for organizations in North Eastern States, Sikkim, Leh, and Kargil, which can submit directly with District Collector/Dy Commissioner's recommendation.

  • Required documents include:

    1. Valid Registration Certificate.
    2. Memorandum of Association.
    3. Audited Accounts for the last three years.
    4. Annual Reports for the last three years.
    5. Detailed write-up on each activity with cost estimates.
    6. List of books to be purchased, if applicable.
    7. Registration certificate and proof of ownership for civil construction, if applicable.
    8. Detailed Project Report for civil works, if applicable.
    9. Details of teachers and their qualifications.
    10. Scholarship details and selection criteria.
  • Recommendations from State Governments/UTs, District Collector/Dy Commissioner will verify registration status, relevance to Buddhist/Tibetan Art and Culture, and the organization's capability to undertake the project.

Salary & Production Grant

Preamble: Financial assistance for professional groups and individuals engaged in performing arts projects.

Components:

  1. Production Grant:

    • Ad-hoc basis for approved projects/programs.
    • Grants cover salary, production costs, rental, costumes, transport, contingencies, research, etc.
    • Preference for projects encouraging experimental and innovative methodologies and fostering cultural activities at the rural level.
    • Organizations/individuals can receive only one grant per year.
  2. Salary Grant:

    • Group ensembles must have a repertoire of adequate number and quality and perform on an all-India basis.
    • Renewal of salary grant requires at least two productions per financial year.
    • Reviewed annually by the Expert Committee.

Procedure for Application:

  • Applications can be made at any time during the financial year and will be evaluated periodically.
  • Required documents include recommendations from State Governments/UT Administrations or State/National Academies.
  • Production Grant is disbursed in two installments, while Salary Grant is released annually.

Cultural Functions Grant Scheme (CFGS)

Objective: Financial support for seminars, festivals, and exhibitions on cultural subjects by not-for-profit organizations.

Eligibility:

  • All not-for-profit organizations, including university departments/centres, are eligible.
  • Government assistance is limited to 75% of the project cost, with a higher ceiling of Rs. 5 lakhs.

Procedure for Application:

  • Applications can be made round the year.
  • Organizations need to register with the NGO Partnership National Portal.
  • Filled applications with enclosures should be sent to the Section Officer (S&F), Ministry of Culture.
  • Applications are considered by the Expert Committee every 6 to 10 weeks.
