About the District Mineral Foundations (DMFs):

• Establishment: Under the Odisha District Mineral Foundations (ODMF) Rules, 2015.
• Objective: To implement development projects in mining-affected areas and enhance the socio-economic conditions of communities.
• Target Districts: Angul, Jajpur, Jharsuguda (accounting for 99% of total DMF contributions).
• Projects: 13,244 projects implemented by March 2024.

Rationale for the Assignment:

• Evaluation needed to understand DMF Trusts' functioning and project implementations.
• Provide inputs for assessments and identify areas for improvement.

Scope and Objectives:

• Geographic Focus: Angul, Jajpur, Jharsuguda.
• Key Focus Areas:
  • High Priority Activities: Drinking water, healthcare, education, sanitation, women's and children's welfare, skill development, housing, connectivity.
  • Other Activities: Infrastructure like roads, irrigation, energy, watershed development, afforestation.

Objectives of the Evaluation:

1. Assess the alignment of DMF projects with beneficiaries' needs.
2. Evaluate convergence with other interventions.
3. Review implementation mechanisms.
4. Measure cost-effectiveness and timeliness.
5. Assess impact on beneficiaries.
6. Identify sustainability of benefits post-implementation.
7. Recommend improvements for DMF efficiency.

Eligibility Criteria:

• Entities Allowed:
  • Companies, Societies, Trusts, Partnership Firms, LLPs, and accredited Universities/Institutions.
• Experience:
  • Minimum of 10 years in consulting.
  • Completion of 3 similar assignments (Contract Value ≥ Rs. 20 lakh, Duration ≥ 3 months).
• Financial Criteria:
  • Average annual turnover of Rs. 1.00 Cr in the last 5 years.
