About the Proposal
- National Biopharma Mission (NBM) invites sealed bids for a Consultancy Agency to act as the Technical Knowledge Partner (TKP).
- Location: Biotechnology Industry Research Assistance Council (BIRAC), New Delhi.
Background
- National Biopharma Mission is an Industry-Academia Collaborative Mission led by the Department of Biotechnology (DBT), aimed at making India a hub for affordable, innovative biopharmaceuticals.
- Objective: To enhance India’s capabilities in the development of vaccines, biologics, and medical devices, and facilitate academic researchers, bioentrepreneurs, SMEs, and the industry.
- Long-Term Impact: Availability of affordable healthcare solutions and products addressing India's health needs.
Objective of the Consultancy
- BIRAC seeks a Technical Knowledge Partner (TKP) to serve as a centralized knowledge hub for the National Biopharma Mission. The TKP will assist the Scientific Advisory Group (SAG) and Technical Advisory Groups (TAG) in executing mission-related activities effectively.
Scope of Work

Support for Technical:
- Provide structured, well-researched evidence (market opportunities, industry analytics, competitive intelligence) for strategic decision-making.
- Assist in generating knowledge to ensure program quality and effectiveness.

Project Management Support for Additional Projects:
- Assist in managing existing and additional projects under NBM.
- Organize expert meetings, prepare synopses, and develop recommendations.

Support for Proposal Development for NBM's Next Phase:
- Aid in creating innovative project proposals aligned with the mission’s objectives for the next phase.

Support for Hosting Awareness Campaigns and Outreach Programs:
- Plan and execute awareness campaigns, create content, and assess their impact.

Support for Creation of Detailed Project Report (DPR):
- Prepare DPRs for advancing drug/vaccine research and foster national/global collaborations.

Support for Creation of New RFPs:
- Assist in drafting new RFPs to fill gaps in the biopharma ecosystem and develop proposals.

Support for Development of Bio-innovation IT-Based Platform:
- Facilitate the development of an IT platform for service facilities, ensuring data security and streamlined service delivery.

Impact Analysis Requirements:
- Provide support for at least 4-5 working days per month.
Eligibility Criteria
- Must be a legal entity registered in India (Company/LLP/Society/partnership firm/proprietorship firm).
- Must have at least 5 years of similar service experience.
- Must have been profitable in the last three fiscal years (FY 2021-22, FY 2022-23, FY 2023-24).
- Should not be blacklisted or involved in major litigation.
- Should have a registered office in India and an office in Delhi/NCR.
- Experience in supporting government-funded projects in strategic planning and management.
